National Bank of Ukraine announces today's exchange rates for Hryvnia every day except the weekends, official holidays and next day after them.
As usual the latest rates are published around 10:00pm Kiev time (GMT +2, or +3 in summer).

International Average Interbank Exchange Rate is counted based on the analysis of the world interbank operations with Hryvnia during previous day. Though due to the small amount of such operations it does not always show the real picture.
